Coastal Systems International, Inc. (Coastal Systems) conducted a feasibility study for Martin County regarding their interest in developing a managed mooring field for boats in the Indian River. The feasibility study indicated that the location identified by the County could support a mooring field facility based on an initial review of water depths and the marine biological resources in the area.
Based on the feasibility report, Coastal Systems conducted pre-application consultation meetings with the Florida Department of Environmental Protection (DEP) and the U.S. Army Corps of Engineers (Corps). In addition, Coastal Systems prepared a Mooring Field Management Plan, and participated in a public meeting to answer questions and address comments provided by stakeholders.
Coastal Systems compiled and processed environmental permit applications through the Corps and the DEP for a 61-slip managed mooring facility. Designs were completed for the facility layout to accommodate vessels ranging in size from 20 to 60 feet in length. Permits will also be processed through the Florida Fish and Wildlife Conservation Commission to obtain Uniform Waterway Marker permits for the moorings and the perimeter buoys. These permits will be reviewed by the U.S. Coast Guard. The moorings will be installed with helical anchors to minimize impacts to the marine resources. Concepts were also prepared for a wave attenuator for the facility.
